Under Article 7 of the Arkansas Constitution of 1874, the county sheriff is the chief law officer and the custodian of the county jail. That rule is the legal base for why every Pulaski County booking photo is held by the sheriff and not the city or the state. Pulaski County is the largest county in the state by population, which means the booking volume here is higher than in any other jail in Arkansas.

Inside the Pulaski County Regional Detention Facility

The Pulaski County Regional Detention Facility is at 3201 West Roosevelt Road, Little Rock, AR 72204. It opened in 1994. The jail holds more than 1,200 detainees on a typical day. It is the only long-term detention facility in Pulaski County. Twelve law enforcement agencies and thirty-three state, local, and federal courts feed work into the facility. That scale makes it the busiest booking site in Arkansas.

The detention page at pcso.org/detention lists the intake rules, the visitation schedule, and the inmate services. A snapshot of that page is shown below. The site holds the forms and steps you need when a family member is booked at the jail.

The facility uses the "Direct Supervision" style of inmate management. That means deputies work the pods in person rather than watch from a tower. Aramark Correctional Food Service serves about 3,000 meals per day. TurnKey Medical runs the clinic, the mental health team, the pharmacy, and the dental service. The Intake Section books arrestees in line with the Arkansas Jail Standards set by the Department of Public Safety.

Visitation is heavy here. The clerks book more than 2,000 visits per month. The Court Liaison Office coordinates with over 30 district, circuit, and federal courts that use the jail. That volume is why the Zuercher roster is the main tool for Pulaski County jail mugshots lookups rather than a simple static page.

Note: Arrests from the Little Rock Police, North Little Rock Police, Sherwood, and Jacksonville all land at the Roosevelt Road facility for booking and mugshot intake.

Booking, Bond, and Release in Pulaski County

When the Little Rock Police or any of the other twelve agencies brings a person in, the intake officer runs the fingerprints, takes the mugshot, and logs the charges. The bond is set by a judge on duty, often through a 24-hour bond court. Cash bonds can be posted at the jail cashier. Surety bonds run through a licensed bail bond agent.

Release happens one of three ways. The person posts bond and walks out. The person is released on their own recognizance by order of the judge. Or the person is sent to the Arkansas Department of Correction after a plea or verdict. The mugshot stays in the county file in all three cases. A second mugshot is taken at state intake when the person is sent to prison, which is why the ADC inmate search can show a different photo than the county file.

Release data is posted on the roster within a short window after the person leaves the jail. The Zuercher portal drops the record when the release is final. If you miss the window, check the VINELink feed or call the jail booking desk.
